The elections bill overhaul urged by former minister Rushanara Ali has put pressure on incoming prime minister Andy Burnham to address key gaps in voting reform, cryptocurrency donations, and social media regulation. Ali, who resigned as democracy minister last August, described the draft legislation as “timid and limited”, calling for a more comprehensive approach to modernize the electoral system.
Why the Elections Bill Needs Overhaul
Rushanara Ali criticized the government’s incremental approach, stating that the bill failed to tackle harassment, intimidation, and online hostility. She urged Burnham to listen to Labour MPs who have been seeking amendments. The bill was delayed this week to prioritize the Hillsborough law, giving Burnham a chance to reshape it.

Key Gaps in the Current Bill
Ali highlighted three major areas where the bill falls short: voting reform to make the system more representative, regulation of cryptocurrency donations to prevent foreign interference, and stronger rules for social media platforms to curb abuse. These issues have sparked calls for a national commission on voting reform.
| Issue | Current Bill | Proposed Change |
|---|---|---|
| Voting Reform | Incremental changes | National commission for proportional representation |
| Cryptocurrency Donations | Limited regulation | Full transparency and caps |
| Social Media Regulation | Weak enforcement | Stronger rules against harassment |
Political Implications for Andy Burnham
Many Labour MPs believe Burnham will embrace more radical changes than his predecessor, Keir Starmer, whose caution was blamed for the party’s poll slump. However, Burnham faces similar electoral and financial constraints. The delay in the bill’s progress offers a window to incorporate Ali’s recommendations.
