Local media support is essential for the success of devolution plans, as publishers warn that without robust scrutiny, the transfer of power to local governments could undermine democracy. The News Media Association and other industry figures have called on the government to integrate press policy into its devolution agenda, emphasizing that trusted local journalism holds mayors and councils accountable.
Why Local Media Matters in Devolution
Devolution aims to give regions more control over decisions affecting their communities. However, publishers argue that this shift requires a strong local media ecosystem to inform citizens and expose mismanagement. Theo Bamber, CEO of the News Media Association, stated, "The success of devolution is dependent on scrutiny," highlighting that 46 million people monthly consume local media, proving its resilience and importance.

Without adequate support, local news outlets struggle to monetize content, especially as big tech and the BBC dominate digital advertising. This financial pressure threatens their ability to cover council meetings, public hearings, and mayoral decisions, leaving power unchecked.
Challenges Facing Local Journalism
Publishers face several barriers, including limited access to officials, reduced press conferences, and politicians preferring social media to engage directly. A Reform UK council leader's ban on councillors talking to a local newspaper was condemned as a "massive attack on local democracy," illustrating the fragility of press freedom at the local level.
Moreover, the government's embrace of influencers over traditional journalists raises concerns about the quality of information reaching the public. Burnham's slow engagement with media further complicates the landscape, as seen in recent unrest in Southampton and Belfast where misinformation proliferated.
Comparative Impact: Local Media vs. National Media
To understand the stakes, consider the differences in coverage and accountability:
| Aspect | Local Media | National Media |
|---|---|---|
| Focus | Hyper-local issues, council decisions | National policy, major events |
| Access to officials | Often restricted | More established channels |
| Revenue sources | Advertising, subscriptions | Large-scale advertising, paywalls |
| Impact on governance | Directly holds local leaders accountable | Influences national agenda |
This table shows that while national media cover broad issues, local media are crucial for granular scrutiny that prevents corruption and mismanagement at the grassroots level.
Key Takeaways for Policymakers and Citizens
- Devolution without media support risks creating unaccountable power centers.
- Local journalism needs sustainable funding models, including public subsidies or tax incentives.
- Politicians must guarantee press access to public meetings and data.
- Collaboration with platforms like Google and Facebook could help monetize local content.
- Citizens should support local news through subscriptions and engagement.
What Can Be Done to Strengthen Local Media?
Industry experts suggest a multi-pronged approach: government grants for investigative reporting, training programs for digital skills, and regulatory measures to ensure fair revenue sharing from tech giants. Additionally, local outlets should diversify revenue streams by offering membership models, events, and niche newsletters.
The BBC also has a role, as its local online services can complement rather than compete with independent publishers. Clear guidelines on public interest content could prevent duplication and foster partnerships.
