West Virginia flash floods have left at least two people missing after torrential rain caused widespread devastation across the state. Governor Patrick Morrisey declared a state of emergency for all 55 counties as search-and-rescue operations continue.
Flood Devastation and Rescue Efforts
Torrential rainfall triggered severe flash floods in Upshur, Lewis, and Pleasants counties. Emergency responders found an overturned vehicle in Upshur county believed to be connected to the two missing individuals. Dangerous debris has hindered safe access.

Governor Morrisey stated that West Virginia remains in a search-and-rescue phase, with over 500 National Guard members deployed. “We are concerned about loss of life,” he said, urging residents to take precautions.
Impact on Homes and Businesses
The governor confirmed that “a lot of homes were destroyed” and businesses were “harmed.” Mudslides, rapidly rising water, and severe thunderstorms have caused significant damage. The state has issued a “state of preparedness” directive for all agencies.
| County | Impact | Response Status |
|---|---|---|
| Upshur | Missing individuals, overturned vehicle | Ongoing search |
| Lewis | Flood damage, emergency response | Active rescue |
| Pleasants | Flooding and related damage | State support |
How to Stay Safe During Flash Floods
Flash floods can occur with little warning. Follow these key steps to protect yourself and your property:
- Monitor weather alerts – Use NOAA weather radio or apps for real-time warnings.
- Avoid floodwaters – Just six inches of moving water can knock you down; one foot can sweep a vehicle away.
- Move to higher ground – If you see rising water, evacuate immediately if safe to do so.
- Prepare an emergency kit – Include water, non-perishable food, medications, and flashlights.
- Have a plan – Establish a family communication strategy and know your evacuation routes.
Recovery and Support
Governor Morrisey noted that formal identification and notification of next of kin will follow once rescue efforts are completed. State agencies are coordinating with local authorities to provide shelter and resources for affected residents.
