The ICAC allegations in New South Wales expose a troubling nexus between property development and political corruption, prompting urgent calls for reform. As the Independent Commission Against Corruption investigates Operation Rosny, the evidence reveals how lobbying and donations can distort planning decisions.
Understanding the ICAC Investigation into NSW Property Development
The current ICAC inquiry focuses on alleged branch stacking and illegal donations linked to property developers. Key figures include fugitive developer Jean Nassif, accused of funneling $2 million to lobbyists and political operatives. The Role of Lobbyists and Political Donations
Lobbyists like Charles Perrottet and Jeremy Greenwood are at the center of allegations, sharing payments that may have influenced political influence. Such practices undermine public trust and create an uneven playing field for developers who comply with rules.

| Lobbyist access | High – facilitates undue influence |
Historical Context: Corruption and Development in NSW
NSW has a long history of scandals linking property interests and politics, from the 1980s to today. This pattern suggests structural flaws in governance that require robust oversight and transparency.
Key Takeaways from the ICAC Allegations
- Property development decisions are vulnerable to corruption without strict safeguards.
- Political donations should be capped and disclosed to prevent undue influence.
- Lobbying activities need tighter regulation and monitoring.
- Public officials must be held accountable for conflicts of interest.
Impact on Public Trust and Policy Reform
These allegations erode confidence in the planning system and political processes. Reforms such as independent planning commissions and donation bans for developers could mitigate risks. Citizens deserve a system where merit, not money, determines outcomes.
