Andy Burnham's review of early release plans for violent criminals has ignited a fierce political row, raising urgent questions about public safety and prison overcrowding. The Greater Manchester mayor ordered a reassessment of plans to release thousands of killers, rapists, and sex offenders in September, triggering backlash from victims' families and government officials.
Background of the Controversy
The family of PC Andrew Harper, who was killed in 2019, expressed outrage that his killers might be eligible for early release. Prime Minister Keir Starmer responded by pledging to ensure "everything has been looked at again" before a fresh tranche of about 6,000 offenders are freed on electronic tags. However, prison reform groups warn that abandoning measures to ease jail overcrowding could cause the criminal justice system to collapse.

Political Reactions and Risks
Burnham's intervention comes just days into his premiership, alongside hints of possible income tax personal allowance increases. Critics argue that reviewing release plans for violent offenders undermines public trust. Yet supporters say it is necessary to address the looming prison overcrowding crisis that could seize up the system by November.
Key Data on Prison Overcrowding
| Factor | Details |
|---|---|
| Offenders affected | Approximately 6,000 violent criminals |
| Previous release measures | Tens of thousands released under emergency powers |
| Sentencing Act exemptions | No exemptions for serious crimes, domestic abuse, or terrorism |
| Timeline | Potential system collapse by November if not addressed |
Comparison with Previous Measures
Unlike earlier emergency releases, the new Sentencing Act includes no special exemptions. This has sparked debate about whether violent offenders should be treated differently from non-violent ones. Burnham's review aims to close that gap but risks political fallout.
