EU Offers Spain Support in Ceuta Crisis, Von der Leyen Says 2026

The EU offered Spain support from the first moment of the Ceuta crisis, according to European Commission President Ursula von der Leyen, as tensions rise over irregular migration and border control. The statement comes after Spanish Prime Minister Pedro Sánchez criticized Europe for providing little support and called for an emergency meeting of EU interior ministers.

EU Response to Ceuta Crisis: Support and Solidarity

Von der Leyen emphasized that the EU had a strong system in place but needed further strengthening. She praised the effective work of Spanish and Moroccan law enforcement in returning the vast majority of illegal arrivals to Morocco. Border security remains a top priority for the bloc, especially after incidents like the Ceuta crisis.

Spain's Criticism and Data on Irregular Arrivals

Pedro Sánchez published Frontex data showing irregular entries between 2021 and 2026, highlighting that Spain had fewer arrivals than Italy, the Western Balkans, and Greece. He stressed that solidarity is optional but respect for European treaties and data is not. This data-driven approach aims to counter criticism from Italy's Giorgia Meloni, who closed the Schengen border with Spain.

Hybrid Attacks and Migration Instrumentalisation

The EU has previously labeled events like Ceuta as hybrid attacks involving the instrumentalisation of migration for political purposes. Similar situations have occurred on the Belarus-Poland and Russia-Finland borders. Von der Leyen welcomed calls for a meeting to take stock of the situation, reinforcing the need for a united EU response.

Key Takeaways from the Ceuta Crisis

• The EU offered Spain support from the first moment of the crisis.
• Most illegal arrivals returned to Morocco due to joint efforts.
• Spain's Frontex data shows lower arrivals compared to other EU routes.
• Border control and Schengen solidarity remain contentious issues.
• EU leaders plan to strengthen border systems further.

Future of EU Migration Policy

The Ceuta crisis highlights the challenges of managing external borders while maintaining internal solidarity. As EU interior ministers prepare to meet, the focus will be on balancing security with humanitarian obligations. The bloc's response will set a precedent for handling future migration waves.
