The RAF Chinook crash of 1994 remains one of Britain’s deadliest military aviation disasters, and families of the 29 victims are now urging Andy Burnham to launch an independent review. The Chinook HC2 helicopter crashed on the Mull of Kintyre in southwest Scotland during a flight from Northern Ireland. Initially blamed on the two pilots, an inquiry in 2011 exonerated them but failed to determine the actual cause. The Chinook Justice Campaign (CJC), representing over 55 family members of 25 victims, believes vital information may have been deliberately withheld by the Ministry of Defence (MoD).

The Call for a Fresh Review

Former Conservative defence secretary Liam Fox, who ordered the 2011 review, now supports the families’ demand for a new independent investigation. Fox stated there is a “strong enough belief” that a cover-up occurred and that MoD details on the Chinook’s airworthiness were “not correct.” A high court judge recently ruled that a legal claim against the MoD was brought too late, but the CJC plans to take the case to the European Court of Human Rights.

Matt Tobias, whose father Lt Col John Tobias was killed in the crash, urged Prime Minister Burnham to meet with families within his first 100 days. “We would urge Mr Burnham to meet us so we can present the evidence and explain why a fresh review, independent of the MoD, is essential,” Tobias said. He noted that Burnham’s past speech on ending Britain’s cover-up culture gave families “real hope.”

Key Allegations and Evidence

The families allege that the MoD suppressed technical data about the Chinook’s flight control system and engine performance. A comparison of official statements versus independent findings highlights discrepancies:

Aspect MoD Official Position Independent Findings
Pilot blame Pilots at fault (initial) Pilots exonerated; no cause found
Airworthiness data Claimed aircraft was fit Possible engine control unit failure
Evidence disclosure Full disclosure stated Vital information may have been withheld

The case underscores a pattern of cover-up culture in British military investigations. The families seek transparency, accountability, and a legally binding duty of candour for officials.

Why an Independent Review Matters Now

An independent review would be free from MoD influence, allowing experts to re-examine all available data, including recently surfaced evidence. It could also set a precedent for how the UK handles similar disaster inquiries.

  • Ensure all vital information is disclosed without redaction
  • Provide closure for victims’ families after 30 years
  • Identify systemic failures in military aviation safety
  • Hold government bodies accountable for cover-up culture

The families do not want years of further litigation—they want a swift, transparent review. As Tobias stated, “A fresh review, independent of the MoD, is now essential.”
