Andy Burnham's government has announced a VAT cut on electricity bills starting October, reducing annual costs by £45 per household. This immediate move aims to ease the cost of living pressure across Britain, fulfilling a key campaign promise made just a day after Burnham became prime minister.
Details of the Electricity VAT Reduction
The removal of VAT—currently set at 5% on domestic electricity—will save the average household £45 each year. The policy is funded by scrapping the digital ID scheme, though some officials question the financial viability of this offset. Chancellor John Healey confirmed the cut will provide families with “breathing room on bills” ahead of winter.

Political and Economic Reactions
Darren Jones, sacked chief secretary to the prime minister, praised the VAT cut but warned the digital ID program was unfunded, leaving doubts about how the government will pay for it. The chancellor has promised to outline full budgetary details in the upcoming budget.
Comparison: Electricity Costs Before and After VAT Cut
| Scenario | Annual Electricity Bill (Average) | VAT Rate | VAT Amount | Total After VAT Cut |
|---|---|---|---|---|
| Before VAT Cut | £900 | 5% | £45 | £945 |
| After VAT Cut | £900 | 0% | £0 | £900 |
The table shows a direct saving of £45 per year. However, critics note that the cut only addresses one aspect of rising energy costs, and further measures may be needed to tackle wholesale price increases.
