Water companies in England and Wales are wasting five times more water through leaky pipes than a nationwide hosepipe ban could save, according to new research by Greenpeace UK. The analysis reveals that 2.87bn litres of water seep from leaky pipes daily, enough to fill 1,150 Olympic-sized swimming pools. This represents a fifth of all water pumped through the network, while a hosepipe ban would save just 4% of water, or about 577m litres a day.
The Scale of Water Leakage in England and Wales
The findings come as millions of people in south and south-east England face temporary use bans, making hosepipe use a criminal offence with fines up to £1,000. Water companies report increased demand during record heatwaves, while reservoir levels remain below average. The Environment Agency notes that river flows and groundwater levels continue to decline at nearly all sites.

Greenpeace’s analysis highlights a systemic failure in the UK’s water industry, which was privatized in the 1980s. Critics argue that companies prioritize shareholder dividends over investing in critical infrastructure. It has been more than three decades since a major new reservoir was built in England and Wales, though several are now in planning.
Comparison: Leakage vs. Hosepipe Ban Savings
| Metric | Daily Volume (litres) | Percentage of Total Water |
|---|---|---|
| Water lost to leaks | 2.87 billion | 20% |
| Water saved by hosepipe ban | 577 million | 4% |
As the table shows, water leakage dwarfs the impact of any hosepipe ban. The government’s climate advisers warn that droughts will become more frequent, intense, and widespread. The Climate Change Committee projects a potential water-supply shortfall of over 5bn litres a day by the mid-2050s.
Key Takeaways on Water Conservation
- Water leakage is the primary cause of water waste in England and Wales, far exceeding savings from hosepipe bans.
- Infrastructure investment is urgently needed to fix leaky pipes and build new reservoirs.
- Water use in England and Wales is among the highest in Europe, requiring behavioral changes.
- Climate change will worsen water scarcity, making conservation critical for the future.
How You Can Help Reduce Water Waste
While systemic changes are needed, individuals can also take steps to conserve water. Simple actions like fixing dripping taps, taking shorter showers, and using water-efficient appliances can make a difference. Every drop counts when facing a growing water crisis.
Water companies, Ofwat, the Environment Agency, the Met Office, and Natural Resources Wales launched a publicity campaign in June to encourage less water use. However, Greenpeace argues that without fixing leaks, such campaigns are insufficient.
FAQ
How much water do water companies leak daily?
Water companies in England and Wales leak approximately 2.87 billion litres of water every day, enough to fill 1,150 Olympic-sized swimming pools.
What is the penalty for using a hosepipe during a ban?
Using a hosepipe during a temporary use ban is a criminal offense that can result in a fine of up to £1,000.
Why are water companies criticized for leakage?
Critics say water companies prioritize shareholder dividends over investing in infrastructure, leading to decades of underinvestment in fixing leaky pipes and building new reservoirs.
