The University of Melbourne protest policies changed sharply after pro-Palestine sit-ins, according to interim vice-chancellor Prof Glyn Davis. Speaking before the royal commission into antisemitism and social cohesion, Davis confirmed that the encampment and subsequent occupations led to a dramatic shift in how the institution handles demonstrations.

Pro-Palestine Encampment and Campus Safety

The pro-Palestine encampment established in 2024 on the South Lawn called for the university to cut ties with Israel and weapons companies. Davis acknowledged that the camp created fear and unsafety among staff and students, though he noted that Victoria police would not intervene unless a law was broken. Regular discussions with police occurred, but the encampment was judged not to override safety concerns, so no action was taken.

Escalation After Sit-Ins and Office Occupation

Misconduct including heckling and harassment occurred during the encampment, but Davis said these incidents were not claimed to be antisemitic and did not breach the university's racism policy. The situation escalated after a sit-in at the Arts West building in May 2024 and the occupation of Jewish physics professor Steven Prawer’s office in October. Prawer told the commission that the university must show it does not tolerate misbehaviour after the expulsion of two students involved in the office occupation was overturned. He also demanded the identity of his protesters be revealed for his protection.
