The empty classrooms crisis in England is taking a positive turn as a new pilot scheme converts unused school spaces into community hubs. Announced by the Department for Education, this initiative tackles falling pupil numbers by repurposing surplus classrooms for youth clubs, health centres, and family hubs.
What Is the Empty Classrooms Pilot Scheme?
Six local authorities—Birmingham, Nottingham, Lincolnshire, West Sussex, Croydon, and Lambeth—will receive £2.1 million to develop plans for converting empty classrooms into community assets. The first conversions are expected by next year, addressing both surplus school spaces and local needs for family services.

Why Are Classrooms Empty?
Falling birthrates have led to a long-term decline in pupil numbers. An estimated 800 primary schools may close by 2029-30. This pilot offers a sustainable alternative, transforming empty classrooms into vibrant community hubs rather than leaving buildings vacant.
Key Benefits of Repurposing School Spaces
- Provides affordable community facilities like youth clubs and health centres
- Reduces school closure risks by maintaining building use
- Strengthens local ties and supports families
- Cost-effective compared to new construction
Comparison: Traditional School Closure vs. Community Hub Conversion
| Aspect | School Closure | Community Hub Conversion |
|---|---|---|
| Building Use | Vacant or sold | Retained for public benefit |
| Community Impact | Loss of local asset | Gain of new services |
| Cost | High demolition/repurpose costs | Lower investment with grants |
| Timeline | Years to redevelop | Months to launch |
How the Pilot Will Work
The Department for Education selected councils with high surplus places and need for family hubs. Each area will design proposals reflecting local priorities, building an evidence base for future nationwide adoption. Josh MacAlister, minister for children and families, stated: “We will give a new lease of life to empty classrooms by transforming them into youth clubs, family hubs, and other local services.”
