India's education minister Dharmendra Pradhan resigned after a week of mass demonstrations by the Cockroach Janata Party (CJP), marking a historic victory for youth-led protests against the Modi government. The resignation, announced on Saturday, came as student pressure mounted over an exam leak scandal that has devastated millions of students and led to multiple suicides.
Pradhan’s departure is unprecedented: in his 12 years in power, Prime Minister Narendra Modi has maintained that his ministers are not accountable to public pressure. This event signals a shift in the political landscape, as the newly formed youth movement — dubbed the Cockroach movement — forced a loyalist to step down.

How the Cockroach Youth Movement Started
The Cockroach Janata Party, founded by Abhijeet Dipke, began as a small online campaign but quickly escalated into nationwide sit-ins at Jantar Mantar and other cities. The core demand was Pradhan’s resignation over the 2024 exam leak scandal, where question papers for competitive exams were sold illegally, robbing millions of students of fair opportunity.
“I deeply respect the aspirations, feelings, and legitimate expectations of the country’s youth,” Pradhan wrote in his resignation letter, adding that he stepped down to prevent anti-national forces from exploiting the situation. The CJP called off its protest after Pradhan’s resignation and a meeting with senior BJP ministers.
Key Demands of the Protest
- Resignation of Education Minister – Immediate removal of Dharmendra Pradhan over the exam leak scandal.
- Accountability – Investigation into the leak and punishment for those involved.
- Education reform – Overhaul of the flawed examination system to prevent future leaks.
- Justice for victims – Compensation and support for students whose lives were affected.
Exam Leak Scandal: A Comparative Overview

| 2022 | 5 major leaks | 12 | Some officials suspended |
| 2024 | 7 major leaks (including this scandal) | 15+ | Minister resignation after protests |
The table shows the escalating crisis. The 2024 scandal led to the highest number of student suicides and the first ministerial resignation in Modi’s tenure.
Impact on Indian Politics
The Bharatiya Janata Party (BJP) now faces a new challenge: a youth movement that successfully held a powerful minister accountable. Analysts say this could embolden other youth-led protests on issues like unemployment and corruption. The CJP’s victory also raises questions about Modi’s strongman image.
Why This Matters Globally
The Cockroach movement joins a wave of youth-led protests worldwide, from climate strikes to pro-democracy movements. It demonstrates that organized youth activism can force policy changes even in large democracies.
