Vigilante Movement Targets Flock Surveillance Cameras: Inside the 2026

The vigilante movement against Flock surveillance cameras is gaining momentum as privacy advocates take direct action to disrupt automated license plate readers. Led by anonymous figures like “NoMark,” these activists disable cameras mounted on poles across the US.

What Are Flock Surveillance Cameras?

Flock Safety’s automated license plate readers (ALPRs) capture images of every passing vehicle and cross-reference them with law enforcement databases. The company claims the devices help solve crimes, but critics argue they enable mass warrantless surveillance.

According to Flock, its cameras scan billions of plates monthly in 6,000 communities. Yet privacy experts warn that innocent drivers are tracked without consent, eroding Fourth Amendment protections.

The Rise of Vigilante Disruption

NoMark, who gained fame as “Minneapolis’ Batman,” now targets Flock cameras. He waits for the perfect moment — often risking arrest — to cut power or block lenses. His videos on Instagram have garnered hundreds of thousands of followers, inspiring copycats.

This vigilante movement reflects growing frustration with surveillance technology. While some see it as civil disobedience, law enforcement considers it vandalism.

How Disabling Works

Activists use methods such as:

• Cutting power cables to solar panels
• Spraying paint or foam on camera lenses
• Installing electromagnetic jammers (illegal in most states)

Repercussions range from theft charges to federal tampering violations. The FBI has investigated similar incidents.

Flock Safety’s Defense

Flock insists its ALPRs are “not mass surveillance tools” and cannot track individuals. It points to data retention policies and third-party audits. However, public records show law enforcement can access license plate histories without warrants.

Comparison: Flock vs. Traditional Surveillance

Despite Flock’s promises, critics note that plate data can be combined with other databases to de-anonymize drivers.

Key Takeaways

• Flock cameras are deployed in thousands of US communities, scanning billions of plates monthly.
• Vigilantes like NoMark physically disable cameras to protest mass surveillance.
• The debate pits public safety against privacy rights, with legal consequences for activists.
• No warrant is needed for law enforcement to access historical plate data.
