Andy Burnham's potential oil drilling plans in the North Sea risk a major Labour backlash, as insiders warn of the first confrontation with MPs over new licences. The speculation centers on whether he will reverse the ban on new exploration, using tiebacks to bypass manifesto commitments.
Burnham's North Sea Drilling Strategy
Reports suggest that Burnham may approve tieback arrangements, connecting new oil and gas fields to existing infrastructure without technically issuing new licences. This approach could allow drilling at sites like Rosebank and Jackdaw, which were previously approved but overturned by a Scottish court due to environmental concerns.

Labour Manifesto vs. Reality
Labour's 2024 manifesto pledged to honour existing licences but not issue new ones. The tieback method is seen as a loophole, but it angers climate campaigners and some backbenchers. Energy secretary Ed Miliband, a Burnham ally, has called the Rosebank licence "climate vandalism."
| Drilling Site | Status | Environmental Impact |
|---|---|---|
| Rosebank | Proposed under Conservatives, overturned by court | High emissions, contested |
| Jackdaw | Similar legal challenges | Moderate emissions, debated |
Key Takeaways on the Energy Debate
- Burnham's priority is cutting the cost of living, but new drilling may not lower energy bills significantly.
- MPs worry about climate effects and minimal impact on energy security.
- Discussions among Labour MPs are extensive, with many opposing new licences.
FAQ
What are tiebacks in oil drilling?
Tiebacks connect new oil or gas fields to existing approved production facilities via pipelines, allowing drilling without new exploration licences.
Why does Burnham face a Labour backlash?
Many Labour MPs and climate campaigners view new drilling as contradictory to the party's environmental pledges, risking internal conflict.
Will new drilling lower energy bills?
Experts doubt significant impact on energy bills or security, as the focus is on future production rather than immediate consumer prices.
