Arsène Wenger, FIFA’s head of global football development, has emphasized that US soccer development hinges on consistency and education, addressing structural obstacles and the pay-to-play model. Speaking in a roundtable with US Soccer CEO JT Batson and COO Dan Helfrich, Wenger praised the federation’s new $250 million headquarters in Fayetteville, Georgia, calling it a home for players. He noted that the US, with its 350 million people, holds immense talent, but warned that progress requires long-term commitment.
Key Challenges in US Soccer Development
Wenger highlighted that the US lacks alignment on a global policy for technical development, though recent leadership changes are improving this. He stressed that decisions must be made by the US Soccer Federation, not FIFA, given the country’s sprawling geography and diverse soccer ecosystem.

The Pay-to-Play Model
One of Wenger’s sharpest criticisms targeted the pay-to-play model, where youth soccer fees can reach tens of thousands of dollars annually. “People from a poor background had no real access to the game,” he observed, noting that many top players come from humble beginnings. Wenger called for making soccer accessible to all, emphasizing consistency over short-term fixes.
Comparison: US vs. Global Soccer Development
| Aspect | US Soccer Development | Global Soccer Development (e.g., Europe) |
|---|---|---|
| Youth Access | Pay-to-play limits low-income families | Club-based, subsidized systems |
| Coaching Education | Fragmented, improving | Standardized, rigorous |
| Infrastructure | Growing, with new HQ | Established, community-focused |
| Consistency | Lacks long-term policy alignment | Decades of technical continuity |

- Consistency in policy will drive long-term success, not quick fixes.
- Addressing the pay-to-play barrier can unlock talent from low-income backgrounds.
