Defence spending is now a top priority for the Burnham government, with Secretary Wes Streeting emphasizing that increased military investment will drive economic growth and national security. In a recent speech at the Farnborough airshow, Streeting outlined how the Ministry of Defence must show it is using existing resources wisely while preparing for a major funding boost.
Why Defence Spending Is a Priority
The government has recommitted to raising UK defence expenditure from 2.6% to 3.5% of GDP by 2035, meeting the NATO target. This represents a real-terms increase of over £25 billion in less than a decade. Streeting stated that spending on the military will come at an “opportunity cost” for other departments, but he argued that defence investment will reindustrialise the UK and transform lives.

Impact on Economic Growth
Prime Minister Andy Burnham reinforced this view in a video address, saying military spending will help reindustrialise the nation. The last time UK defence spending reached 3.5% of GDP was in the early 1990s, after the Cold War. Renewed Russian aggression, concerns about China, and US pressure on European NATO members have driven this strategic shift.
| Year | UK Defence Spending (% of GDP) | Key Context |
|---|---|---|
| 1992 | 3.5% | Post-Cold War peak |
| 2023 | 2.6% | Pre-Burnham government |
| 2035 (target) | 3.5% | NATO commitment under Burnham |
Challenges and Opportunities
Streeting cautioned that the Ministry of Defence must demonstrate efficiency to justify the increased allocation. He also criticized Israel for its conduct in Gaza and the West Bank, signalling a shift in foreign policy tone. The appointment of former defence secretary John Healey as chancellor indicates strong alignment between No. 10 and the Ministry of Defence.
