The El Salvador civil war death site in San Francisco Ángulo now faces a landfill project, threatening sacred ground and the remains of victims. This conflict between development and historical memory has sparked a community's desperate fight for justice.

The Sacred Site Under Threat

San Francisco Ángulo, a small rural community south of San Salvador, has become the center of a painful dispute. On February 16, police escorted heavy machinery from Cyeemsal, a Mexican-owned company, to begin constructing a landfill on land that holds the remains of civil war victims. The community has fought through legal appeals but lost, and construction continues despite their objections.

Félix Laínez, president of the community association, expressed despair: "It is clear that we will find no support in any state institution." Their final constitutional appeal now sits before the supreme court, but hope is fading.

Historical Atrocities Documented

A 2018 ruling by El Salvador's human rights ombudsman documented two military operations at the site in 1981. In the first, on June 19, women were interrogated, raped, and murdered by soldiers. In the second, on July 25, about 25 armed men killed approximately 45 civilians, mostly women and children. Exhumations are ongoing, but the remains are still being uncovered.

Rafael Paz Narváez, a sociology professor at the University of El Salvador, explains that the area was used throughout the war as an execution site. "The army, the national guard, the police and the death squads made Lomas de Ángulo a place of execution of prisoners," he said. "The number of remains is very difficult to determine precisely, but it is large."

Construction Disturbs Remains

An excavator operator, who asked to remain anonymous, reported finding six grave sites when work began. In the first, he discovered human remains, indicating that the landfill construction is already disturbing the dead. This has intensified fears that the authorities intend to bury history under tons of rubbish.

Community Resistance and Legal Battles

The community of San Francisco Ángulo has exhausted many legal avenues. Despite the human rights ombudsman's documentation, court rulings have authorized the landfill. The residents feel abandoned by state institutions, yet they continue to resist through the final appeal.

This case highlights a broader issue: the tension between economic development and the preservation of historical memory. Landfills are necessary, but not at the cost of desecrating mass graves.
