The International Criminal Court (ICC) faces its greatest existential threat as Donald Trump makes dismantling the ICC official US policy. This chilling move targets not only the court but also nations and individuals who support it.
What Does Dismantling the ICC Mean?
The State Department's announcement to dismantle the ICC 'brick by brick' signals a radical shift in US foreign policy. Unlike prior social media outbursts, this is a formal directive with concrete consequences. Nations that refuse to reject the ICC's authority risk losing US assistance, especially those under the US security umbrella.

Immediate Sanctions and Travel Bans
Already, judges and senior ICC officials face travel bans and asset freezes. Those targeted can be cut off from modern life—bank accounts closed, email services blocked, and access to US-based apps like Uber and Booking.com denied. The court itself must move evidence from Microsoft systems to avoid seizure.
Who Is Affected?
The UK, as the fourth largest donor to the ICC (contributing over £15 million annually), is particularly vulnerable. Other top donors include Japan, Germany, and France. The table below shows the top ICC contributors and their potential exposure.
| Country | Annual Contribution (approx.) | US Security Umbrella |
|---|---|---|
| Japan | ~£20M | Yes |
| Germany | ~£18M | Yes |
| France | ~£17M | Yes |
| United Kingdom | ~£15M | Yes |
Why This Move Is Different
Earlier actions—pulling funding from international institutions, shutting down USAID, and withdrawing from the Paris Climate Agreement—were damaging. But targeting the ICC strikes at the heart of international justice. The court prosecutes war crimes, genocide, and crimes against humanity. Undermining it emboldens aggressors and weakens accountability.
Key Takeaways
- The ICC is now official target of US policy, with sanctions and travel bans on officials.
- Nations supporting the ICC face punitive measures, including loss of US aid.
- Individual judges risk complete financial and digital isolation.
- The UK and other allies are pressured to reject ICC authority.
- This move could set a dangerous precedent for international law.
What Can Be Done?
Diplomatic pressure from allies and human rights organizations may slow the dismantling. However, with Trump's administration committed to this course, the ICC's survival depends on international solidarity. Countries must weigh the benefits of US alliances against the erosion of legal norms.
