Ukraine's 40-day campaign against Russia launched by President Volodymyr Zelenskyy on June 26 has escalated attacks on Russian targets, aiming to compel Moscow to end the war. This operation targets key supply lines in occupied territories, including Crimea, and has struck Moscow and St. Petersburg with long-range missiles, triggering a fuel crisis. Three weeks in, we analyze its effectiveness and implications for the war's future.
Why a 40-Day Campaign?
Zelenskyy's framing of the campaign as a 40-day operation carries deep symbolic and strategic weight. Orysia Lutsevych, head of the Ukraine Forum at Chatham House, interprets it as an Orthodox Christian reference to 40 days in purgatory, signaling to Putin that Russia is viewed as dead unless it changes course. Politically, the timeline aligns with September elections for the Russian Duma, aiming to weaken Putin's domestic hold by bringing the war to cities like Moscow and St. Petersburg.

Key Operations and Targets
The campaign involves overlapping operations striking Russian supply lines, military infrastructure, and energy facilities. High-profile attacks on oil depots and refineries have caused fuel shortages, while drone strikes on Moscow have disrupted daily life. This psychological campaign demonstrates Ukraine's ability to project power deep into Russian territory.
Impact on Russian Oil Crisis
Phillips O'Brien, a strategic studies professor, highlights the effort to precipitate an oil crisis in Russia. By targeting energy infrastructure, Ukraine aims to strain Russia's war economy and reduce its ability to sustain prolonged combat. Early signs show rising fuel prices and logistical challenges for Russian forces.
