Care workers in the UK may soon be exempt from strict immigration changes under proposals being considered by Prime Minister Andy Burnham. The plans aim to relieve pressure on the social care sector while accelerating the creation of a National Care Service before the next general election. Burnham’s personal experience with his father’s Alzheimer’s has driven his determination to reform the system.
Why Care Workers May Be Exempt from Immigration Rules
The Home Secretary Shabana Mahmood has proposed tougher rules for achieving settled status, but Burnham is exploring widespread exemptions for existing care workers. This move could protect hundreds of thousands of employees from disruption while the government seeks public consultation responses later this year. The exemption is not expected in next week’s speech but could be announced after the Home Office reviews feedback.

Impact on the Social Care Sector
The social care sector has long struggled with staffing shortages, and many care workers are foreign-born. By exempting them from new immigration restrictions, the government hopes to maintain stability. Burnham said, “The system’s broken. You can’t leave social care like this.” He has also brought forward Louise Casey’s review of the sector, originally due in 2028.
Proposed Changes to Inheritance Tax
In addition to immigration exemptions, Burnham has previously argued for replacing inheritance tax with a 10% levy on all estates to fund social care. This proposal remains under discussion and could be part of a broader reform package.

FAQ
Will all care workers be exempt from immigration rules?
The proposed exemption applies specifically to existing care workers already in the UK. New applicants may still face stricter rules.
When will the exemption be announced?
It is not expected in next week’s speech but could be announced later in 2025 after the Home Office reviews public consultation responses.
How does this affect the National Care Service?
Exempting care workers from tough immigration rules helps maintain staffing levels while the government builds the National Care Service.
Burnham’s push for reform comes as he prepares a highly personal speech next week, drawing on his father’s Alzheimer’s experience. He has criticized Westminster for “flinching” from big decisions on social care. The exemption for care workers is just one part of a larger plan to fix a broken system.
