Andy Burnham's plans for fossil fuels, utilities, and housing are central to his vision as incoming prime minister, promising significant change in energy policy and public control. As a leftwing leader with a pro-business stance, his proposals aim to reshape key sectors, including potential cuts to household energy bills by £130 a year through radical changes to gas charging and policy levies.
Public Control of Utilities
Burnham has pledged to take more public control of key utilities such as water, beginning with Thames Water, which serves 16 million customers and is on the brink of collapse. The utility will be placed into a special administration until a buyer is found, according to reports. This move aligns with his broader strategy to reduce costs for households and increase oversight of essential services.

Energy Bill Reductions
The proposals could make running a heat pump cheaper than a gas boiler by removing some policy levies from bills, at a cost of £3.2bn a year to taxpayers. This shift is intended to encourage renewable energy adoption and lower long-term expenses for consumers, though it raises questions about funding and implementation.
Fossil Fuels and North Sea Drilling
Speculation is rife that Burnham will announce fresh plans for drilling in the North Sea, including new exploration licences or tiebacks to existing facilities. While his 2024 manifesto honoured existing licences, no new ones were issued, leaving energy companies uncertain. The balance between fossil fuel extraction and green energy goals remains a key tension in his policy.
Transport and Housing
Burnham’s transport policy draws from his success as mayor of Greater Manchester, where he took bus networks back under public control. For housing, he has hinted at reforms to increase affordability and sustainability, though details remain scarce. These initiatives are part of a broader push to address climate change and economic inequality.
Comparison of Key Policy Proposals
| Policy Area | Proposed Action | Impact |
|---|---|---|
| Utilities | Public control of water and energy | Lower bills, increased oversight |
| Fossil Fuels | Potential new North Sea drilling | Energy security vs. climate goals |
| Housing | Reforms for affordability | More sustainable living |
