Many unpaid carers are still being hit with demands to repay more than £20,000 despite government reforms, highlighting a persistent crisis in the carer's allowance system. New figures reveal that carers were asked to repay £33 million in 2025-26 due to 32,559 earnings-related overpayments, even after measures were introduced over a year ago to prevent such issues.
Why Are Carer's Allowance Overpayments Still So High?
The Department for Work and Pensions (DWP) has faced criticism for maintaining a system that penalizes carers for minor earnings errors. Despite promises to reform the system after a Guardian investigation, the number of overpayments remains alarmingly high. Campaigners warn that the current approach is "business as usual," leaving carers vulnerable to huge debts and even prosecution.

The Impact on Unpaid Carers
For many carers, a small mistake in reporting earnings can lead to a bill of over £20,000. The system's "cliff edge" penalties mean that earning just 1p too much can trigger a £4,488 repayment demand. This has been compared to the Post Office scandal in its severity and impact on ordinary people.
| Year | Total Overpayments | Number of Cases | Average Repayment Per Case |
|---|---|---|---|
| 2025-26 | £33 million | 32,559 | £1,014 |
| 2024-25 | £28 million | 28,000 | £1,000 |
Key Takeaways for Carers
- Report earnings accurately to avoid overpayment demands, even small changes matter.
- Seek advice from organizations like Carers UK if you receive a repayment notice.
- Stay informed about DWP reforms and your rights as an unpaid carer.
- Contact your MP to demand transparency and faster reform from the DWP.
What Needs to Change?
Labour MP Anna Dixon, chair of the all-party parliamentary group on carers, called for an investigation into why overpayment numbers remain so high. She urged the DWP to be transparent with carers and parliament about the scale of the problem and its plans to fix it. Campaigners argue that the system is "fundamentally outdated" and needs a complete overhaul, not just gradual tweaks.
