Israeli Strike on Journalists a War Crime, Rights Groups Say 2026

An Israeli strike that killed Lebanese journalist Amal Khalil was a war crime, according to three rights organizations. This war crime investigation reveals deliberate attacks on civilians, with calls for accountability and sanctions.

Investigations Confirm Deliberate Attack on Journalists

Human Rights Watch (HRW), Amnesty International, and Legal Agenda released coordinated investigations on Thursday. They concluded that Israeli forces deliberately targeted Khalil and her colleague Zeinab Faraj, knowing they were civilians. The attacks occurred in April in southern Lebanon, where the journalists were sheltering in a building.

The organizations stated that the evidence points to a direct assault on non-combatants, a clear violation of international humanitarian law. HRW specifically urged states to halt arms sales to Israel and impose targeted sanctions on officials responsible for ongoing crimes.

Details of the Attack and Rescue Delays

The reports highlight that Israeli forces delayed Lebanese ambulances from reaching the wounded journalists for hours. In one instance, they dropped stun grenades on Red Cross workers and fired on their vehicles. This delay may have contributed to Khalil's death, as hospital reports suggest she could have survived if rescue had arrived sooner.

Ramzi Kaiss, a Lebanon researcher at HRW, said, "The evidence is clear that the Israeli military knew, or should have, that Faraj and Khalil were civilians, but attacked them anyway, and then prevented paramedics from rescuing them for hours."

Casualty Numbers and Context

Since 2023, Israel has killed at least 15 journalists in Lebanon and 210 in Gaza, according to the UN human rights office. These figures underscore a pattern of violence against media workers in conflict zones. The UN has repeatedly called for independent investigations into these deaths.

Israel's Response and Contradictions

Israel said it "regrets any harm caused to journalists" but claimed the journalists were killed during events involving two Hezbollah military operatives. However, the investigations note a two-hour gap between the initial strike on those operatives and the second strike on the building where the journalists hid. This timeline suggests the journalists were not incidental casualties.

Amal Khalil, 42, worked for the Lebanese newspaper al-Akhbar. Zeinab Faraj, 21, was a freelance camerawoman and photojournalist. Both were clearly identifiable as media personnel, yet were attacked without warning.

Key Takeaways for Global Audiences

• Deliberate attacks on civilians, including journalists, constitute war crimes under international law.
• Rescue delays and obstruction of medical aid are additional violations documented in the reports.
• International pressure is mounting for sanctions and arms embargoes against Israel.
• Journalists in conflict zones face extreme risks, with over 225 killed in the region since 2023.
