The Labour briefing wars over cabinet positions under incoming Prime Minister Andy Burnham reveal a chaotic scramble among top ministers. For weeks, figures like Ed Miliband, Shabana Mahmood, and Rachel Reeves lobbied intensely, but their efforts failed to secure the coveted chancellor role. Instead, John Healey emerged as the surprise pick, blindsiding even senior party members.
How the Briefing Wars Unfolded
Ministers and their allies engaged in a fierce campaign of media briefings, positioning themselves for key jobs in Burnham's government. The prime minister remained enigmatic, even stating that his "black box" of ministerial picks was still sealed days before the announcement. This strategy kept rivals guessing and prevented any single faction from dominating the narrative.

Key Players and Their Strategies
Ed Miliband's allies pushed hard for a top economic role, while Rachel Reeves and Shabana Mahmood also sought influence. However, Burnham's decision to appoint John Healey as chancellor demonstrated a preference for loyalty and policy alignment over factional pressure. Healey's resignation as defence secretary under Keir Starmer was a pivotal moment that helped Burnham secure the premiership.
| Candidate | Lobbying Effort | Outcome |
|---|---|---|
| Ed Miliband | High | Failed to secure chancellor role |
| Rachel Reeves | High | Failed to secure chancellor role |
| Shabana Mahmood | Medium | Failed to secure chancellor role |
| John Healey | Low-key | Appointed Chancellor |
What Healey's Appointment Means for Policy
Healey's selection signals a focus on defence spending and fiscal discipline. As a former defence secretary and junior Treasury minister under Gordon Brown, he brings a blend of experience. Defence bonds are a likely policy tool, allowing new borrowing specifically for military needs. This approach aligns with Burnham's agenda of re-industrialisation and devolution.
Lessons from the Briefing Wars
- Public lobbying can backfire, as seen with the failed campaigns of Miliband and Reeves.
- Burnham valued personal trust and policy agreement over factional loyalty.
- Healey's quiet strategy of aligning with Burnham on key issues proved more effective than media blitzes.
