The National Year of Reading should be extended to a National Decade of Reading, an education committee inquiry into reading for pleasure has concluded. This bold recommendation aims to reverse the sharp decline in children reading for pleasure, ensuring literacy remains a national priority.
Why Extend the National Year of Reading?
The Reading for Pleasure inquiry, launched last November, found that fewer children are engaging with books. National Literacy Trust CEO Jonathan Douglas told the committee that this year’s initiative should be “turned into a decade of reading” to sustain the foundations being laid. The report argues that a longer-term focus would embed reading for pleasure into all areas of education.

The National Reading Guarantee
Alongside the decade proposal, the inquiry recommends a National Reading Guarantee to ensure all children, regardless of background, have frequent opportunities to enjoy books, stories, and shared reading experiences from birth to age 18. The guarantee would adopt a broad definition of reading but emphasizes the unique benefits of traditional books.
| Initiative | Key Recommendation |
|---|---|
| National Year of Reading | Extend to a National Decade of Reading |
| National Reading Guarantee | Ensure reading opportunities for all children from birth to 18 |
| School Libraries | Extend library pledge to secondary schools |
| Public Libraries | Restore funding lost since 2010 |
Key Takeaways from the Inquiry
- Long-term commitment: A decade of reading would sustain momentum and prioritize literacy.
- Equity in access: The Reading Guarantee targets children from all backgrounds.
- Traditional books matter: Experts note that traditional novels offer unique language complexity compared to graphic novels.
- Library expansion: The government should extend primary school library pledges to secondary schools.
- Automatic library cards: Support for issuing library cards at birth to promote early reading.
Expert Insights on Reading for Pleasure
Jo Taylor, an associate professor of language and cognition at UCL, testified that “the complexity of the language in a graphic novel will not be the same as the complexity of a language in a traditional novel.” This underscores the value of diverse reading materials while highlighting the irreplaceable role of traditional books in developing literacy skills.
