No 10 North is set to become a transformative force for UK growth, shifting decision-making power from London to Manchester and tackling decades of centralisation. This new government hub aims to accelerate devolution, drive reindustrialisation, and remove barriers to regeneration across every postcode of the United Kingdom.
What Is No 10 North?
No 10 North is the first major act of the current government, establishing a permanent office in Manchester to align the Prime Minister’s and Chancellor’s efforts on growth. It represents a strategic move to decentralise power and address the neglect felt by many regions since the 1980s.

Why Is It Needed?
For 40 years, Britain has experienced centralised political power, privatised economic control, and deindustrialised communities. Many areas have not recovered, leading to fractious politics and a sense of abandonment. Previous initiatives like “levelling up” failed because decision-making remained in London. No 10 North seeks to correct this by embedding growth-driven governance directly in the region.
Key Objectives of No 10 North
- Accelerate devolution – placing power in the hands of local leaders who understand their communities.
- Drive reindustrialisation – promoting manufacturing, green technology, and infrastructure investment across all postcodes.
- Remove barriers to regeneration – streamlining planning, funding, and regulations to unlock local potential.
- Align No 10 and No 11 – ensuring the Prime Minister and Treasury work together seamlessly on growth.
Comparison with Previous Regional Initiatives
| Initiative | Approach | Outcome |
|---|---|---|
| Levelling Up (2021) | Funding bids, Whitehall oversight | Limited local control, uneven results |
| Regional Outposts | Relocated departments | Decision-making remained in London |
| No 10 North | Direct prime ministerial office in Manchester | Genuine power shift, integrated with Treasury |
How No 10 North Will Drive Growth
By placing a senior team from the heart of government in Manchester, No 10 North will oversee devolution agreements, fast-track major projects, and align fiscal policy with local needs. It is not a gimmick; it is a structural change designed to “remove barriers to regeneration” and “drive reindustrialisation” across the UK.
Expected Impact on Communities
Regions like the North West, Midlands, and Wales stand to benefit from quicker decision-making and targeted investments. The model could also be replicated in Scotland and Northern Ireland, fostering a more balanced national economy.
