The call to audit university courses on Israel-Palestine has been amplified by shadow education minister Julian Leeser, who urged the royal commission into antisemitism to mandate such reviews. Appearing before the inquiry, Leeser expressed deep concern over antisemitic incidents on Australian campuses following the 7 October 2023 Hamas attack.
Why an Audit of Israel-Palestine Courses Is Needed
Leeser stated he was not satisfied with how vice-chancellors addressed antisemitism. He recommended that all universities audit course materials covering the Jewish community, Israel, or Palestine to ensure balanced presentation from credible sources. The goal is to help students form their own informed opinions without exposure to antisemitic content.

Key Recommendations from Julian Leeser
- Legislate the IHRA definition of antisemitism across all universities, replacing individual definitions.
- Audit all courses dealing with Jewish, Israeli, or Palestinian topics for bias and antisemitic materials.
- Require course materials to come from credible and balanced sources.
- Ensure universities remove any antisemitic content from curricula.
Comparison: IHRA Definition vs. University Definitions
| Aspect | IHRA Definition | University Definitions |
|---|---|---|
| Scope | Includes examples of antisemitism related to Israel, may limit criticism of Israel | Often broader, focused on discrimination without specific Israel references |
| Adoption | Used by federal government; contentious due to free speech concerns | Varies per institution; Group of Eight called it “not workable” in Australia |
| Impact on Academic Freedom | Critics argue it can suppress legitimate debate on Israel-Palestine | Universities say their own definitions better protect academic freedom |
The royal commission has also heard testimony on security risks for the Jewish community post-7 October. Leeser’s push for a uniform IHRA definition and course audits aims to create a consistent standard across the sector.
Reactions and Controversy
The chief executive of the Group of Eight, Vicki Thomson, previously advised that the IHRA definition was not workable in an Australian context, citing potential limits on academic freedom. However, Leeser countered that the current patchwork of definitions leaves room for antisemitic materials to persist.
Takeaways for Universities and Policymakers
- Audits should cover all classes on Israel-Palestine, Jewish history, and related subjects.
- Balanced presentation means including multiple perspectives from credible academic sources.
- Failure to implement these recommendations may erode public trust in higher education.
Leeser’s appearance marks a significant moment in the royal commission’s focus on campus antisemitism. The final report could reshape how Australian universities handle sensitive geopolitical topics.
