In a startling turn of events, Sausalito city manager Elaine Forbes was charged with misdemeanor offenses after allegedly breaking into a 66-foot yacht while drinking. The incident, which occurred on the morning of July 18, has drawn attention to the actions of a high-ranking municipal official. Forbes, who had been appointed just three weeks earlier, now faces legal scrutiny and potential job consequences.
Details of the Yacht Break-In Incident
According to police reports, Forbes was arrested after a noise disturbance call led officers to a three-story yacht moored in the Sausalito marina. Authorities say she had “apparently broken into” the vessel and was consuming alcohol on board. The yacht’s owner, Andy Cunningham, told ABC7 that she discovered four empty wine bottles and a shoebox filled with maraschino cherries. Captain Bill Aubrey, who called 911, reported that Forbes had activated the horn, windshield wipers, and spotlight, creating a commotion.

Charges Reduced from Felony to Misdemeanor
Initially, Forbes was booked on a felony burglary charge with bail set at $50,000. However, prosecutors later reduced the charges to misdemeanor counts for loitering, squatting, and petty theft, according to Sgt. Adam Schermerhorn of the Marin County Sheriff’s Department. Yacht theft, he noted, is uncommon in the area.
| Initial Charges | Reduced Charges |
|---|---|
| Felony burglary | Misdemeanor loitering |
| Bail: $50,000 | No bail required for misdemeanor |
| Potential prison time | Probation or fine likely |
Impact on City Position and Public Reaction

Forbes previously served as director of the Port of San Francisco. In a statement issued by spokesperson Sam Singer on behalf of the Forbes family, they urged the public to “respond with compassion, patience and respect” as the situation unfolds.
