Andy Burnham has appointed three new ministerial aides from Labour’s most leftwing faction, marking the first time members of the Socialist Campaign Group have been part of the government. This bold move aims to end years of factional strife within the party.
Burnham’s Vision for a Unified Government
Burnham has said he wants to end the Labour factionalism that divided the party under both Jeremy Corbyn and Keir Starmer. By drawing from the party’s left and centrist wings, he seeks to build a broad church frontbench. The new chief whip, Anneliese Midgley, has promised MPs that the role of ministerial aides – known as parliamentary private secretaries (PPSs) – will be beefed up, allowing them to do more media appearances, take on parliamentary roles and contribute directly to policy direction.

Who Are the New PPS Appointments?
Three MPs from the Socialist Campaign Group have been named as PPSs:
| MP | Constituency | PPS Portfolio |
|---|---|---|
| Olivia Blake | Sheffield Hallam | Local Government |
| Mary Kelly Foy | City of Durham | Housing |
| Steve Witherden | Montgomeryshire and Glyndŵr | Energy |
These appointments are the most junior roles that can be awarded, often serving as a training ground for promising new MPs. Cabinet ministers were consulted on each appointment, according to Midgley.
Why This Matters for Labour
Burnham’s decision breaks a long-standing taboo. During Tony Blair’s era, Dennis Skinner famously rallied troops from the left, but no Socialist Campaign Group member held government office. By integrating the left, Burnham hopes to foster unity and end the bitter infighting that has plagued Labour for decades.

FAQ
What is the Socialist Campaign Group?
The Socialist Campaign Group is a caucus of leftwing Labour MPs, previously associated with Jeremy Corbyn’s leadership. It advocates for socialist policies and has often been at odds with the party’s centrist factions.
What is a parliamentary private secretary (PPS)?
A PPS is the most junior ministerial role in the UK government. PPSs act as liaisons between government ministers and backbench MPs, helping to communicate policy and gather support. They are often first rung on the ministerial ladder.
Why is Burnham’s move significant?
This is the first time members of the Socialist Campaign Group have been appointed to any government role, signaling a shift towards inclusivity. It could help heal internal divisions and broaden the party’s appeal ahead of future elections.
What other changes did Burnham make to his cabinet?
Burnham returned several soft left ministers to key positions, including Louise Haigh, Lucy Powell and Angela Rayner. The new appointments from the Socialist Campaign Group are part of his broader strategy to unite the party.
The inclusion of Socialist Campaign Group members in government is a watershed moment for Labour. As Burnham said during the Makerfield byelection campaign, “The Labour movement has to draw on all parts of it when we’re in government.” Whether this move will finally heal the party’s deep wounds remains to be seen, but it undoubtedly marks a new chapter in British politics.
