Andy Burnham has appointed three new ministerial aides from Labour’s most leftwing faction, the Socialist Campaign Group (SCG), marking the first time members of this group have been part of the government. This strategic move aims to heal party divisions and broaden the frontbench.
Key Appointments and Their Roles
The three new parliamentary private secretaries (PPSs) from the SCG are Olivia Blake (Sheffield Hallam) for local government, Mary Kelly Foy (City of Durham) for housing, and Steve Witherden (Montgomeryshire and Glyndŵr) for energy. These roles are the most junior ministerial positions, often serving as a training ground for promising MPs.

Why This Matters for Labour Unity
Burnham has stated he wants to end the factionalism that divided Labour under both Jeremy Corbyn and Keir Starmer. By including SCG members, he is building a broad church frontbench that draws on all parts of the Labour movement. Chief whip Anneliese Midgley has promised to enhance the role of PPSs, allowing them more media appearances, parliamentary roles, and direct policy input.
Comparison of Previous and Current Appointments
| Previous Approach (Corbyn/Starmer) | Current Approach (Burnham) |
|---|---|
| Excluded SCG from ministerial posts | Includes SCG members as PPSs |
| High factional tension | Emphasis on unity and consultation |
| PPS role largely behind the scenes | PPS role expanded with media and policy duties |
Key Takeaways
- First SCG members in government under Burnham’s leadership
- Three PPS appointments: Blake (local govt), Foy (housing), Witherden (energy)
- Chief whip Midgley promises enhanced PPS responsibilities
- Focus on ending Labour factionalism and building a broad church
- Cabinet ministers consulted on all PPS appointments
What This Means for Policy Direction
With SCG members now in liaison roles, the government may see stronger left-wing influence on housing, energy, and local government policy. Burnham has referenced Tony Blair’s era, noting how figures like Dennis Skinner rallied the troops even in difficult times. This move could reshape Labour’s internal dynamics and appeal to the party’s base.
