Andy Burnham has a historic opportunity to shift the national mood on racism, the chair of Operation Black Vote has said, as the new prime minister prepares to take office. In an interview marking the 30th anniversary of the influential nonpartisan civil rights organisation, David Weaver urged Burnham to address deep-seated racial inequalities and change a political culture where race and migration discourse often deflects from class issues.
Why Burnham’s Leadership Matters for Racial Equality
Burnham, the former Greater Manchester mayor, will become prime minister on Monday after being confirmed as the new Labour leader. His prospectus for power includes devolution, reindustrialisation, technical education, and a more economically interventionist state—policies that promise to address class and regional inequalities. Weaver noted that these conversations about class and inequality, while not explicitly about race, are beneficial for Black communities and white working-class communities alike.

The Specificity of Race Cannot Be Ignored
Despite these broader efforts, Weaver stressed that Burnham cannot ignore the specificity of race. Ethnonationalist rhetoric, ethnic disparities, and recent race riots have left Black and Asian Britons discussing the prospect of having to leave the UK at levels unseen since the 1970s. Weaver called for immediate action on several fronts, including granting legal aid to Windrush scandal survivors and overhauling the underperforming compensation scheme by removing it from Home Office control.
Key Demands for the New Prime Minister
| Demand | Urgency |
|---|---|
| Grant legal aid to Windrush survivors | High |
| Overhaul Windrush compensation scheme | High |
| Restore Labour whip to Diane Abbott | Medium |
| Address ethnonationalist rhetoric | High |
Weaver also urged Burnham to restore the Labour whip to pioneering Black MP Diane Abbott, whose treatment has been consistently cited by Black voters as a major concern. He noted that pessimism among Black and Asian Britons about their future in the UK is at its lowest since Enoch Powell’s “rivers of blood” speech.
