House Republicans are heading home for the summer after a contentious week on Capitol Hill, where they passed a $95 billion war spending plan for the conflict with Iran despite rising inflation, low approval ratings, and signs of a Democratic resurgence. The party's majority is fragile, and lawmakers are bracing for a tough midterm election.
How Republicans Framed the War Spending Bill
Chief budget writer Jodey Arrington avoided the words “war” or “Iran” while selling the plan, calling it “baseline battlefield readiness” for “bullets and bombs to finish the job and come home safely.” The bill also included funding for food supply and election security, but Democrats argue it ignores domestic priorities like healthcare and inflation.

Democratic Pushback and a Bipartisan War Powers Vote
Less than 24 hours after the vote, four dissident House Republicans joined Democrats to pass a symbolic war powers resolution that would require President Trump to withdraw troops from Iran. Representative Jason Crow warned that many GOP members “are about to get crushed” by constituents angry over lost healthcare and economic strain.
| Aspect | Republican Position | Democratic Position |
|---|---|---|
| War Spending | Necessary for readiness and withdrawal | Fiscal irresponsibility amid inflation |
| Approval Ratings | Low for both Iran war and Trump presidency | Leveraging voter discontent |
| Election Outlook | Historic small majority at risk | Optimistic of retaking power |
Key Takeaways for Voters
- House Republicans passed a massive war budget without addressing domestic economic concerns.
- Internal party divisions are growing, as seen in the bipartisan war powers vote.

A symbolic measure requiring President Trump to remove U.S. troops from combat in Iran, supported by four Republicans and all Democrats.
How will this affect the November midterm elections?
The combination of war spending, inflation, and internal GOP divisions gives Democrats a strong campaign issue, potentially flipping control of the House.
The summer recess will test whether House Republicans can defend their record or face a wave of voter backlash that reshapes Congress.
