The UK government has dropped its controversial plan to stop paying coastguard volunteers, a decision that marks a major victory for rescue workers and their unions. Ministers reversed the policy after intense criticism from coastguard rescue officers (CROs), their union GMB, and parliamentarians, who argued the move would undermine life-saving services.
Why the Government Planned to Cut Coastguard Volunteer Pay
The Maritime and Coastguard Agency (MCA) had proposed ending hourly payments for CROs starting September 2024. The plan followed a Court of Appeal ruling in January that confirmed CROs were legally classified as workers, not pure volunteers, due to their pay structure. Rather than recognize this status, the MCA chose to eliminate pay altogether, aiming to reclassify CROs as volunteers. This sparked widespread backlash, with many CROs threatening to reduce hours or leave the service entirely.

Key Factors in the U-Turn
Internal surveys revealed by The Guardian showed the MCA knew the plan risked driving away experienced personnel. Maritime Minister Keir Mather and MCA head Virginia McVea faced accusations of misleading MPs during parliamentary debates. The union GMB led a national campaign, bringing coastguards into the corridors of power to demand fair treatment.
| Factor | Impact |
|---|---|
| Court ruling on worker status | Triggered MCA's pay-cut proposal |
| Union campaign | Mobilized public and political support |
| Internal survey results | Showed risk of losing experienced CROs |
| Parliamentary pressure | Led to ministerial reversal |
What This Means for Coastguard Rescue Officers
CROs are volunteers who are paid by the hour when on callout. The scrapped plan would have removed that pay, effectively devaluing their life-saving work. Nicola Savage, GMB national officer, called the original proposal a scandal and praised ministers for listening. The reversal ensures CROs retain dignity and respect while continuing their critical duties.
- Pay preserved: CROs keep hourly pay for callouts.
- Worker status: Legal classification remains unchanged.
- Service stability: Experienced officers stay in the role.
- Union victory: GMB campaign secures a win for workers.
