Canada Urged to Block Thomson Reuters $125M ICE Data Deal 2026

Canada is being urged to block the controversial Thomson Reuters ICE data deal worth $125 million, as opposition leaders call for stricter limits on corporate collaboration with U.S. immigration enforcement. The agreement grants ICE access to the Clear database, which includes property records, social media, and geolocation data, to target "voter fraud" and "immigration fraud."

Why the Thomson Reuters ICE Deal Sparked Outrage

NDP leader Avi Lewis condemned the deal, stating, "My blood ran cold when I read about this development." He and other critics argue that Canadian companies should not enable human rights abuses through data sharing with ICE. The contract marks the first time Clear software will be explicitly used to support Trump administration claims of voter fraud—allegations widely debunked by election officials across the political spectrum.

Key Details of the $125 Million Contract

The procurement document, obtained by 404 Media, reveals that Thomson Reuters is the sole provider offering ICE "continuous monitoring" of millions of individuals. The company’s ties to ICE date back to 2015, when Clear was first used to track people for deportation. Critics have long warned that such databases facilitate rights violations. The new deal expands this surveillance to election-related activities.

Political and Legal Implications for Canada

The deal has ignited a political firestorm in Ottawa. The NDP is demanding that Prime Minister Mark Carney’s government block the contract and introduce laws to prevent Canadian corporations from aiding ICE. The controversy also highlights broader concerns about data privacy and the extraterritorial reach of U.S. immigration enforcement.

Key Takeaways

• The Thomson Reuters-ICE deal enables mass surveillance of individuals for U.S. immigration and election purposes.
• Canadian lawmaker Avi Lewis calls the arrangement "complicity" that should be illegal.
• Election officials from both parties reject claims of widespread voter fraud, calling the database misuse a threat to democracy.
• The contract raises questions about Canada’s role in supporting U.S. immigration policies abroad.

What’s Next for the Deal?

Pressure is mounting on the Canadian government to act. Legal experts suggest that existing privacy laws may already be violated, but clear legislation is needed. Meanwhile, human rights organizations are urging the public to voice opposition. The outcome could set a precedent for how Canadian companies engage with U.S. federal agencies.
