Defibrillator shortages across England and Wales could put over 16 million people at risk of death from cardiac arrest, new research reveals. The Heart Restart campaign found that many residents live more than a 1km round trip from the nearest 24/7 accessible defibrillator, drastically reducing survival chances.
Defibrillator Access and Cardiac Arrest Survival
Every year, more than 40,000 out-of-hospital cardiac arrests occur in the UK, but fewer than one in 10 victims survive. Early cardiopulmonary resuscitation (CPR) and defibrillation can more than double the chance of survival. However, delays beyond 10 minutes—the time needed for a 1km round trip—often prove fatal.

Inequalities in Defibrillator Coverage
The analysis of 318 local authority areas revealed stark disparities. In Harlow, over 70% of residents are at least 10 minutes away from a 24/7 defibrillator. In Birmingham, nearly half a million people live more than 500 meters from one. Conversely, every resident in the City of London and 77% in Hartlepool are within the recommended three- to five-minute reach.
| Location | % Within 3-5 Minutes of Defibrillator | % Over 10 Minutes Away |
|---|---|---|
| City of London | 100% | 0% |
| Hartlepool | 77% | 23% |
| Harlow | 30% | 70% |
| Birmingham | Varies | ~500,000 residents |

How to Protect Yourself and Your Community
Knowing CPR and locating nearby defibrillators can save lives. The British Heart Foundation encourages local groups to apply for community defibrillator funding. Check your local council’s defibrillator map and consider taking a CPR course today.
FAQ
What is a defibrillator and how does it work?
A defibrillator delivers an electric shock to restore a normal heart rhythm during sudden cardiac arrest. It is easy to use with voice prompts.
Why is defibrillator access critical for cardiac arrest survival?
For every minute without defibrillation, survival chances drop by 10%. Access within 3-5 minutes can double survival rates.
How can I find a defibrillator near me?
Use apps like the British Heart Foundation’s Defibrillator Finder or check your local council’s online map for public access defibrillators.
