Australia is facing yet another domestic violence crisis after two women and two girls were allegedly murdered in just four days. The deaths of Lavanya Chappa, Jana Armstrong, Layla Jeffery (13), and a 17-year-old Yolngu girl have reignited urgent calls for action from experts and advocates nationwide.
Why Experts Say We Already Have the Answers
Katherine Berney, a policy expert on gender-based violence, says the problem isn't a lack of knowledge. “We already have more than 1,000 recommendations. The knowledge gap isn’t there. There’s an implementation gap,” she told reporters. This frustration echoes across the sector, where many feel trapped in a cycle of outrage and fatigue.

Only 16% of Recommendations Enacted
In 2024, researchers reviewed the two longest-running state death reviews in Queensland and New South Wales. Their findings were stark: only 16% of recommendations over more than a decade had been properly enacted by governments and agencies. Dr Emma Buxton-Namisnyk, a co-author of the study, questions whether government responses are “performative”—designed to manage public concern rather than drive real change.
| State | Years Reviewed | Recommendations | Enacted |
|---|---|---|---|
| Queensland | 2010–2024 | ~400 | ~64 (16%) |
| New South Wales | 2012–2024 | ~350 | ~56 (16%) |
Key Takeaways for Readers
- Australia’s domestic violence crisis is not new—it has been a recurring national emergency for years.
- Experts emphasize that implementation, not more research, is the missing link.
- Most states have death review systems, but recommendations are rarely fully enacted.
- Advocates call for a royal commission to force accountability and systemic change.
- Public pressure must be sustained to prevent the cycle of outrage and fatigue.
What Needs to Change Now
Seventeen years ago, the national council to reduce violence against women and their children titled their landmark blueprint “time for action.” Yet today, advocates describe their frustration at the apparent inability of governments to implement lasting, costly reforms. The pattern is clear: a tragedy sparks outrage, followed by promises, then inaction until the next crisis.
