Andy Burnham now governs a nation of grudging pessimists, but British people have it better than they think. According to the latest Understanding Society study by Ipsos, decades of declining trust and rising pessimism define the public mood. Yet the data also reveals a paradox: Britons admire countries like Sweden but resist the taxes needed to fund similar services. Can Burnham bridge this gap and restore optimism?
The State of British Pessimism
The survey shows that only 20% of Britons believe politicians are good people, down from 33% in 1989. Many feel the social contract is broken and expect the worst from leaders. This crisis of trust is a major hurdle for any government, but Andy Burnham has a unique opportunity to reset the narrative.

|---|---|---|---|
| Trust in politicians | 33% | 20% | -13% |

Bridging the Contradiction
Britons want better public services and lower taxes—an impossible combination without major reform. The report highlights a sharpening friction between high expectations and unwillingness to pay. Burnham must address this directly, perhaps by promoting efficiency gains and targeted investment.
What Andy Burnham Can Do
- Build trust through transparent communication and tangible results.
- Educate the public on trade-offs between taxes and services.
- Highlight successes from other nations that balance both.
- Foster community optimism by celebrating local achievements.
The Path Forward
As Ipsos director Gideon Skinner notes, the public friction between high expectations and declining tax appetite is real. Burnham’s challenge is to make people feel better about their lives and their country. As the article states, if you don’t make people feel it, all policies are hollow.
FAQ
FAQ
Why do British people feel pessimistic despite having it better than they think?
The Ipsos survey shows a long-term decline in trust and rising expectations. People compare their situation to an idealized past and to countries like Sweden, without understanding the full cost of those standards.
Can Andy Burnham restore trust in politics?
Yes, but it requires consistent messaging, delivery on promises, and a focus on community well-being. The data suggests that even incremental improvements can shift public mood if communicated effectively.
What is the social contract, and why is it important?
The social contract is the implicit agreement between citizens and the state: people pay taxes in exchange for services and protection. When trust erodes, the contract weakens, leading to lower compliance and social cohesion.
In conclusion, British people have it better than they think, but perception is reality in politics. Andy Burnham’s ability to reshape that perception will define his leadership. Read the full analysis to understand the dynamics at play.
