Andy Burnham has made a bold promise to end homelessness in the UK. With rough sleeping at record highs, his pledge as prime minister raises serious questions. Can he really deliver where others have failed?
The Scale of Homelessness in 2025
On a single night in autumn 2025, 4,793 people were sleeping rough in England – the highest number ever recorded. This marks the fourth consecutive annual increase, despite government spending on homelessness more than doubling in five years. The Vagrancy Act 1824 was repealed, but symbolic gestures alone cannot solve the crisis.

Lessons from Greater Manchester
As mayor of Greater Manchester, Burnham pledged to end rough sleeping in 2017. Progress was made but the goal remained elusive. Dr Maya Singer Hobbs of IPPR North highlighted that local efforts reduced street homelessness but systemic issues persist: lack of affordable housing, mental health support, and welfare reforms.
| Year | Rough Sleepers (England) | Government Spending (£bn) |
|---|---|---|
| 2017 | 4,751 | 1.2 |
| 2025 | 4,793 | 2.5 |
The data shows that doubling spending did not reduce numbers. Burnham’s new strategy must tackle root causes.
Key Challenges Ahead
- Affordable housing shortage – need for 90,000 social homes per year
- Mental health and addiction services – inadequate funding
- Welfare system – cuts to benefits push people onto streets
- Local vs national coordination – Burnham must unite all regions
National Strategy vs Local Action
Burnham’s first instruction as PM was to “end rough sleeping”. He plans a cross-departmental taskforce, but critics argue that without mandatory housing targets and a reversal of welfare cuts, success is unlikely. The IPPR recommends a “housing first” model with rapid rehousing and support.
FAQ
What is Andy Burnham's homelessness plan?
Burnham aims to end rough sleeping by combining increased social housing, mental health support, and a cross-government taskforce. He has promised to replicate Manchester’s local successes on a national scale.
Why has homelessness increased despite more spending?
Spending rose from £1.2bn to £2.5bn, but much went to emergency accommodation rather than prevention. Cuts to welfare, rising rents, and a lack of social housing have driven the crisis.
What is the 'Housing First' model?
Housing First provides permanent housing immediately, without preconditions like sobriety. It then offers wraparound support. Evidence shows it reduces homelessness long-term.
Andy Burnham’s promise is ambitious but realistic only if backed by radical policy changes. The UK’s homelessness crisis demands more than rhetoric – it needs a coordinated, adequately funded national effort. Only time will tell if he can truly end rough sleeping.
