The defense bill known as the National Defense Authorization Act (NDAA) cleared the House on a near-party-line vote, allocating $1.15 trillion for military spending in fiscal year 2027. The legislation now moves to the Senate, where its fate remains uncertain amid partisan deadlock over the Israel-Iran conflict and voter access reforms.
Key Provisions of the $1.15tn Defense Bill
The NDAA includes a 5–7% pay raise for service members and formally renames the Pentagon as the Department of War — a symbolic change that drew bipartisan criticism. The bill also authorizes major investments in hypersonic weapons, naval shipbuilding, and cybersecurity infrastructure.

Political Standoff Over Israel and Voter Rules
Democrats opposed the bill after House Speaker Mike Johnson inserted the Save America Act, a Trump-backed proposal that would ban mail-in ballots and impose new voter ID requirements. Additionally, the president’s decision to join Israel in attacking Iran without congressional approval angered many lawmakers, prompting Senate Democrats to block their version of the NDAA last week.
Why Democrats Walked Away
Six Democrats voted in favor, but the majority cited the unconstitutional war authorization and the voter suppression measures as deal-breakers. House Armed Services Chair Mike Rogers defended the bill, saying it “begins to reverse decades of underinvestment.”
- Military pay raises of 5–7% benefit nearly all active-duty personnel.
- Department of War name change is largely symbolic but politically charged.
- Save America Act would overhaul federal election procedures.
- Israel-Iran conflict adds urgency to the bill’s path through the Senate.
- The NDAA has passed with bipartisan support for 60 consecutive years before this break.
