What Is No 10 North?
No 10 North is the first major act of the current government, establishing a satellite office of the Prime Minister's team in Manchester. Its mission is to accelerate devolution, remove barriers to regeneration, and align decision-making between Downing Street and the Treasury.

Why Now?
Over the past 40 years, political and economic power became concentrated in London, while industrial communities were left behind. Previous efforts like 'levelling up' were seen as gimmicks because they moved offices but not actual power. No 10 North aims to place real authority in the hands of regions that can use it best.
How No 10 North Differs from Past Attempts
| Aspect | Previous Levelling Up | No 10 North |
|---|---|---|
| Focus | Shifting departmental outposts | Direct alignment with No 10 and Treasury |
| Decision Power | Remained in London | Devolved to Manchester team |
| Accountability | Fragmented across ministries | Centralized under PM's office |
| Growth Driver | Piecemeal projects | Coherent reindustrialization strategy |
Key Takeaways
- No 10 North is responsible for driving growth across every UK postcode.
- It will accelerate devolution and reindustrialization.
- Decision-making power is moved from London to Manchester.
- The initiative aligns No 10 and the Treasury to reduce barriers.
- It seeks to reverse the neglect that fueled fractious politics.
Impact on Businesses and Communities
For local businesses, No 10 North means faster decisions on infrastructure, investment, and regulation. Communities that have felt ignored for decades may finally see tangible improvements in jobs and services. The government's success will be measured by whether growth actually spreads beyond the Southeast.
Critics argue that one office cannot undo 40 years of centralization, but supporters believe that embedding the PM's team in the North sends a powerful signal. The real test will come as No 10 North begins negotiating with metro mayors and local leaders.
Potential Challenges
Implementing devolution requires overcoming bureaucratic inertia. Whitehall departments may resist ceding control. Additionally, the Treasury's alignment is crucial; without fiscal autonomy, No 10 North could become another hollow gesture. Nevertheless, the ambition is clear: remake the British state to work for all.
