England faces a growing illegal waste problem, with thousands of reports of waste crime each year. A new plan aims to tackle illegal waste, protect communities, and hold offenders accountable. This article explores the scope of the issue, the proposed solutions, and what it means for businesses and residents.
Understanding the Scale of England's Illegal Waste Problem
The illegal waste problem in England is more severe than many realize. In 2025 alone, the Environment Agency received 10,238 reports of suspected waste crime. These incidents range from small-scale fly-tipping to large illegal dumps that pose serious health and environmental risks.

Yorkshire has emerged as a particular hotspot, with 1,068 reports in 2025, second only to the West Midlands, which saw a record 1,542 reports. However, these figures are likely underestimated, as only 27% of waste crimes are thought to be reported. The true scale of the problem is probably much larger, affecting communities across the country.
The Human Impact of Illegal Waste Dumps
The consequences of illegal waste are not just environmental—they are deeply personal. Liz Thompson, who runs Blessings Nursery in Bradford, described how a nearby illegal dump made life unbearable. "It smelled like dead people, like really bad rotten food. It was horrible," she said. The odor forced staff to keep windows shut and prevented children from playing outside, impacting her business as prospective parents were put off.
Such stories highlight the urgent need for action. The new plan aims to address these issues by increasing enforcement, improving monitoring, and making it harder for criminals to profit from waste crime.
Key Elements of the New Plan to Tackle Illegal Waste
The government's plan introduces several measures to combat waste crime. These include stricter penalties for offenders, enhanced surveillance and data sharing, and greater support for local authorities. The plan also emphasizes the importance of legitimate waste businesses in reducing the opportunities for illegal operators.
Prime Minister Andy Burnham has declared that the "days of making easy money out of waste are over," signaling a tougher stance. The plan focuses on disrupting criminal networks and ensuring that waste is managed responsibly from start to finish.
| Measure | Description | Expected Impact |
|---|---|---|
| Increased Fines | Higher penalties for waste crime convictions | Deterrent effect on offenders |
| Better Data Sharing | Improved intelligence between agencies | Faster identification of hotspots |
| Community Reporting | Encouraging public reports of illegal dumping | Higher detection rates |
| Support for Legitimate Businesses | Guidance and resources for compliant operators | Level playing field, less illegal activity |
How Businesses Can Comply with Waste Regulations
For businesses, compliance with waste regulations is crucial. This includes proper disposal of waste, maintaining accurate records, and using licensed waste carriers. Failure to comply can result in fines and reputational damage, as well as contributing to the broader illegal waste problem.
To help businesses, the plan offers resources and training to ensure they understand their obligations. By working together, the public and private sectors can reduce the incidence of waste crime.
