Cartoons have been used to indoctrinate children for over a century, from racist Bugs Bunny shorts to modern debates over Russian propaganda in Masha and the Bear. This article explores the surprising history of animated propaganda and its impact on young audiences.
The Origins of Cartoon Propaganda
During World War I, animators like Lancelot Speed created lightning sketches ridiculing enemy leaders. These early cartoons were crude but effective, shaping public opinion in cinemas across Britain. By World War II, the animation industry had matured, and studios like Warner Bros. produced films such as The Ducktators to mock Axis powers.

Bugs Bunny and Racial Stereotypes
Even beloved characters like Bugs Bunny were used for propaganda. During the 1940s, Warner Bros. released cartoons that depicted Japanese and German soldiers as buffoonish villains. Some of these shorts contained racist caricatures that are now considered offensive, highlighting the dark side of wartime animation.
The Case of Masha and the Bear
In 2024, British MPs called for a ban on Masha and the Bear, a Russian cartoon popular on YouTube and Netflix. They argued that the show promotes Russian soft power through Soviet-era military costumes. This controversy echoes past uses of animation for political influence.
