The cost of living crisis remains a top priority for Prime Minister Andy Burnham, who on his first full day in power urged his cabinet to examine “all possible ways” to ease financial pressure on households. Central to his plan is a VAT cut on electricity bills, effective from 1 October, reducing the electricity price cap by £45 at a total cost of £850 million next year.
How the VAT Cut on Electricity Bills Works
The removal of VAT from electricity bills is a direct measure to lower household energy costs. According to Downing Street, this will reduce the annual electricity price cap by £45, providing immediate relief to millions of families facing higher bills. The move is part of Burnham’s broader “cost of living government” agenda.

Additional Measures to Combat the Crisis
Alongside the VAT cut, Burnham plans to reduce the national bus fare cap by a third, from £3 to £2, expected to be announced on Wednesday. Sources also indicate an accelerated timetable for implementing a national care service, though this could add further costs before the next election.
| Measure | Impact on Households | Cost to Treasury |
|---|---|---|
| Remove VAT from electricity bills | Reduces price cap by £45/year | £850m next year |
| Bus fare cap reduction (£3 to £2) | Saves up to £1 per journey for passengers | Not yet disclosed |
| National care service acceleration | Long-term support for elderly and disabled | Potential additional billions |
Key Takeaways from Burnham’s Cost of Living Plan
- Direct savings: VAT removal on electricity bills lowers annual energy costs by £45.
- Transport relief: Bus fare cap cut from £3 to £2 helps commuters and low-income families.
- Long-term care: Faster rollout of a national care service promises structural support.
- Fiscal discipline: All measures are within existing borrowing rules, but defence spending remains unfunded.
Political Challenges Ahead
Despite the announcements, Burnham faces mounting pressure over funding. His new chancellor, John Healey, resigned as defence secretary over disputes about military spending. No 10 has ruled out using defence bonds to pay for higher military expenditure, leaving questions about how to reconcile cost of living promises with defence needs.
