An abandoned monkey was discovered in a laundry bag on a London bus, highlighting the potential fallout from new primate licensing laws. The female common marmoset, now named Oyster, was found on a 302 bus in Kensal Rise by a passenger whose buggy was blocked by the bag containing the monkey in a cage. The bus driver quickly contacted the RSPCA, which has handled 238 reports of primate neglect and cruelty between 2021 and 2025.
New Primate Licensing Law Sparks Abandonment Fears
In April, new legislation mandated that all primates kept in England must be licensed and microchipped. Owners who failed to obtain a license by 6 April risk an unlimited fine or jail. Clare Dew, RSPCA London's chief investigator, said Oyster's abandonment “was clearly intentional” and suspected it was “a direct result of the new legislation.”

Alison Cronin, director of Monkey World and a contributor to the law, noted that over the past decade “a lot of well-meaning people have fallen victim to people on social media promoting these wild animals as good domestic pets.” She added that UK breeders were “making a killing” from this misconception, though she welcomed the law change’s requirement to ensure monkeys are sold only into suitable homes.
Comparison: Before and After the Licensing Law
| Factor | Before Law (2020-2024) | After Law (2025 onward) |
|---|---|---|
| Ownership regulation | No mandatory licensing or microchipping | Mandatory license and microchip |
| Reported primate neglect/cruelty | RSPCA handled 238 reports (5-year span) | Early data pending; potential spike in abandonments |
| Owner compliance | Low awareness, unregulated | Limited uptake per Born Free survey, but some owners have obtained licenses |
| Breeder oversight | No legal requirement to vet buyers | Breeders must ensure only suitable environments |
Key Takeaways from the Incident
- The monkey, Oyster, was not microchipped, making it harder to trace the owner.
- RSPCA suspects the abandonment is directly linked to the new licensing deadline.
- Animal welfare charities warn this could be the “first of many” such cases.
- Monkey World and other experts emphasize that primates are not suitable domestic pets.
- The bus driver and Metroline staff are assisting RSPCA inquiries.
FAQ: Understanding the Primate Licensing Law
What are the requirements of the new primate licensing law?
From April 2024, all primates kept in England must be licensed and microchipped. Owners must demonstrate they can provide suitable housing, diet, and veterinary care. Failure to obtain a license by April 6 risks an unlimited fine or imprisonment.
Why are monkeys being abandoned?
Experts believe some owners unable or unwilling to meet licensing requirements are abandoning their pets. The RSPCA has called the incident a direct result of the new law, though Alison Cronin says abandonment was already an issue before the legislation.
What should I do if I find an abandoned monkey?
Contact the RSPCA immediately. Do not approach or handle the animal, as primates can be stressed and potentially aggressive. Provide the exact location and any identifying details about the cage or surroundings.
The story of Oyster serves as a stark reminder that exotic pets come with serious responsibilities. As the licensing deadline passes, animal charities urge the public to report any neglect or abandonment.
