Climate change is driving increasingly common bouts of heavy rain in the US that cause deadly and damaging flash floods, experts say. A year after deadly flooding in central Texas swept through a children's summer camp, states like Alaska, Missouri, New Jersey, New York, Ohio, and Pennsylvania have all experienced record rainfall over the last month. These events highlight the urgent need for adaptation and investment in resilient infrastructure.
Why Is Climate Change Increasing Flash Flood Risks?
Heavy precipitation events have become more common because oceans and air have warmed, causing evaporation to increase and putting more water vapor into the atmosphere, said Jennifer Francis, senior scientist with the Woodwell Climate Research Center. This vapor acts as a greenhouse gas, creating a positive feedback loop that intensifies storms. It also provides storms with more water to work with, fueling hurricanes and extreme rainfall.

Flash floods are especially dangerous in hilly areas where soil cannot absorb much water, and in densely populated regions where highways and buildings reduce water absorption. The result is rapid, deadly flooding that can overwhelm communities in minutes.
Infrastructure Challenges in a Changing Climate
“We have basically built for a climate that no longer exists, and retrofitting our infrastructure is a slow and expensive process,” said Alice Hill, a senior fellow for energy and the environment at the Council on Foreign Relations. Many government officials are not investing enough money and political capital to upgrade infrastructure or restrict building in flood-prone areas. In some places, the term “climate change” itself is a dirty word, reducing the initiative to make investments that can handle excess rainfall.
Comparison of Flood Risks: Then vs. Now
| Aspect | Past (20 Years Ago) | Present (2024-2025) |
|---|---|---|
| Frequency of heavy rain events | Moderate | High and increasing |
| Annual flood-related deaths | ~50-70 | ~100+ |
| Infrastructure resilience | Adequate for historical norms | Outdated and underfunded |
| Public awareness | Low | Growing but uneven |
Key Takeaways for Homeowners and Communities
- Stay informed: Monitor weather alerts and flood warnings in your area, especially during heavy rain.
- Invest in flood protection: Consider sump pumps, sandbags, and flood barriers for your property.
- Support infrastructure upgrades: Advocate for local investments in drainage systems and green infrastructure.
- Avoid building in floodplains: Check flood zone maps before purchasing or developing land.
- Prepare an emergency kit: Include water, food, medications, and important documents in a waterproof container.
FAQ
What is causing the increase in flash floods?
Climate change is warming oceans and air, increasing evaporation and atmospheric moisture. This leads to more intense and frequent heavy rain events, which overwhelm drainage systems and cause flash floods.
Which US states are most at risk for flash floods?
States like Texas, Missouri, New Jersey, New York, Ohio, Pennsylvania, and Alaska have recently experienced record rainfall and flash flooding. Hilly and urban areas are particularly vulnerable.
How can I protect my home from flash floods?
Install flood barriers, sump pumps, and backflow valves. Elevate electrical systems and appliances. Consider flood insurance, as standard homeowners policies often do not cover flood damage.
What should I do during a flash flood warning?
Move to higher ground immediately. Avoid walking or driving through floodwaters—just six inches of moving water can knock you down, and one foot can sweep a vehicle away. Stay tuned to local weather updates.
As climate change continues to intensify, the need for proactive measures becomes critical. By understanding the risks and taking action now, individuals and communities can reduce the devastating impact of flash floods. Stay safe and stay prepared.
