The White House overturned a DHS halt to ICE traffic stops just one day after the department issued a memo pausing the practice, following the fatal shootings of two unarmed men during enforcement operations. The decision came after President Donald Trump insisted on preserving the tactic, calling it a critical crime-fighting tool.
Background of the DHS Memo and ICE Traffic Stops
On Tuesday, federal officers across the U.S. were told to temporarily stop pulling drivers over after two deadly incidents in a single week. ICE agents fatally shot Lorenzo Salgado Araujo in Houston on July 7 and Joan Sebastián Durán Guerrero in Maine on Monday. Both men were unarmed, neither was the intended target, and in both cases, the agents involved wore no body cameras to record the events.

Trump’s Response and Policy Reversal
President Trump responded on Wednesday with a Truth Social post, declaring that ICE traffic stops must continue. He wrote, "We must be strong, tough, and smart, and we CANNOT give up one of I.C.E.’s most important and effective Crime Fighting tools, THE TRAFFIC STOP! Once we do, we are playing right into the criminal’s hands." The White House then overturned the DHS halt, creating whiplash within the department.
Comparison of ICE Traffic Stop Policies
| Policy Aspect | Before DHS Memo | After DHS Memo | After White House Override |
|---|---|---|---|
| Traffic Stop Status | Active | Paused | Resumed |
| Body Camera Requirement | Not required | Not required | Not required |
| Accountability Measures | Minimal | Under review | None announced |
Key Takeaways from the ICE Traffic Stop Controversy

Impact on Immigration Enforcement
The reversal underscores the administration's commitment to aggressive enforcement tactics. ICE traffic stops have been a controversial tool, with critics arguing they lead to racial profiling and unnecessary fatalities. Supporters, however, view them as essential for apprehending criminals and illegal immigrants.
Secretary Mullin issued a statement saying, "Our #1 goal is to keep our officers safe and get criminals OFF our streets. Illegal aliens will be arrested and deported wherever they are. If you are here illegally, LEAVE NOW." He added that evading arrest is dangerous, though no mention was made of the victims.
