Italy has enacted a groundbreaking mafia law that gives children and young adults raised in mafia families the right to break free from a life of crime. This unprecedented legislation, known as the "free to choose" bill, aims to sever the intergenerational cycle of organized crime by offering a fresh start to those under 25.
How the Mafia Law Works for Families
The new law provides a comprehensive support system for children and close relatives of mafia bosses. Participants can receive a new home in another city, a new school, and even a new identity if necessary. This program is designed to help them escape the influence of their criminal families.

According to Chiara Colosimo, president of the parliamentary anti-mafia commission, about 400 children born into mafia families are expected to enter the program each year. This marks a significant shift in Italy's approach to combating organized crime.
The Challenge of Hereditary Crime in the 'Ndrangheta
While hereditary succession is not a fixed rule in Sicily's Cosa Nostra or the Neapolitan Camorra, it is deeply embedded in the culture of the Calabrian 'Ndrangheta. This powerful criminal organization often expects the son of a boss to inherit his father's position as head of the clan. These blood ties have made the 'Ndrangheta exceptionally difficult to penetrate.
For many, confessing the crimes of their clan would mean betraying not only fellow gangsters but also their own fathers, grandfathers, and uncles. This has made traditional anti-mafia tactics like the pentiti system less effective.
Comparison of Mafia Organizations and Their Succession Practices
| Mafia Organization | Region | Hereditary Succession | Resilience |
|---|---|---|---|
| Cosa Nostra | Sicily | Not fixed | Moderate |
| Camorra | Naples | Not fixed | Moderate |
| 'Ndrangheta | Calabria | Deeply embedded | Very high |
Key Takeaways from the New Mafia Law
- Children under 25 can apply for a new identity and relocation.
- The program targets about 400 participants annually.
- It aims to break the cycle of intergenerational crime.
- Support includes housing, education, and psychological help.
The law was inspired by the work of Judge Roberto Di Bella, who launched a similar initiative in Reggio Calabria in 2011. His efforts showed that many young people wanted to escape their families' criminal ties but lacked the means.
Despite sweeping arrests and maxi trials, the 'Ndrangheta has proven remarkably resilient. As fathers and grandfathers serve life sentences, sons and younger relatives often take their place while still in their teens. This new mafia law offers a legal pathway to freedom.
