Kuril Islands Dispute: Putin's Visit Reignites Japan-Russia Tension 2026

The Kuril Islands dispute between Japan and Russia has reignited after Vladimir Putin's visit to the disputed archipelago, escalating diplomatic tensions. The four southernmost islands, known as the Northern Territories in Japan, have been a point of contention for over 150 years.

History of the Kuril Islands Dispute

The Kuril Islands stretch about 1,200 kilometers from Russia's Kamchatka Peninsula to Japan's Hokkaido. The disputed territory consists of four islands closest to Japan, seized by the Soviet Union in the final days of World War II. Historically, the islands were home to the indigenous Ainu people, whose lands spanned the Kurils, Sakhalin, and Hokkaido.

Japan annexed Hokkaido in 1869 and took control of the four islands, codifying sovereignty in an 1855 treaty with Russia. A later 1875 treaty gave Japan the entire Kuril chain in exchange for Russian control of Sakhalin. In the 1951 San Francisco Peace Treaty, Japan renounced the Kurils but maintained that the four southernmost islands remained Japanese territory. The Soviet Union never signed the treaty, leaving the dispute unresolved.

Why Putin's Visit Reignited Tensions

Putin's recent visit to the islands was only the second by a Russian leader, following Dmitry Medvedev's visit in 2010. The visit is seen by Japan as a deliberate provocation, signaling Russia's intent to solidify its control over the disputed territory. Japan's Prime Minister Sanae Takaichi called Putin's actions "absolutely unacceptable" and summoned the Russian ambassador in Tokyo for a formal protest.

Russia responded by summoning Japan's ambassador in Moscow, accusing Japan of making unfounded claims. The diplomatic spat has escalated quickly, with both sides refusing to back down. The timing is significant, as it comes amid broader geopolitical tensions and Russia's focus on its eastern flank.

Current Diplomatic Fallout

The row has reignited a 150-year-old dispute that has prevented the two nations from signing a formal peace treaty after World War II. The islands are strategically important, offering access to rich fishing grounds and potential mineral resources. For Japan, the Northern Territories are a matter of national pride and territorial integrity. For Russia, the islands are a key military outpost in the Pacific.
