Axel Rudakubana, the Southport killer sentenced to life for the murders of three young girls, has been moved from Belmarsh prison to Broadmoor high-security psychiatric hospital. The transfer, confirmed by Ministry of Justice sources, follows a clinical assessment concluding he could not be managed safely in a prison environment. Patients at Broadmoor are treated as patients rather than prisoners, though a MoJ spokesperson stated he will remain locked up and is unlikely to ever be released.
Why Was Axel Rudakubana Transferred to Broadmoor?
The decision to move Rudakubana from category A prison Belmarsh to a psychiatric hospital stems from concerns over his mental health. He was under the care of Alder Hey children’s NHS foundation trust between 2019 and 2023 for mental health issues, during which he stopped engaging. He had previously taken a knife to school and later admitted he did so “to use it.” The move is likely to anger victims’ families, who argue he was assessed as fit to stand trial in January 2025.

Cost Implications of the Transfer
The financial impact is significant. Broadmoor patients cost more than £300,000 per year, compared with about £60,000 for prisoners. The table below highlights the stark difference in annual costs for high-security psychiatric care versus standard incarceration.
| Facility Type | Annual Cost per Individual |
|---|---|
| Broadmoor High-Security Hospital | £300,000+ |
| Category A Prison (Belmarsh) | £60,000 |
Whitehall sources confirm the cost increase will be borne by the taxpayer, adding a financial dimension to an already controversial case.
