Andy Burnham's plans for fossil fuels, utilities, and housing are set to reshape UK energy policy and public services. As the incoming prime minister, his leftwing vision includes taking public control of key utilities like water and energy, potentially cutting household bills by £130 a year. This article explores what we know so far about his agenda.
Public Control of Utilities
Burnham has pledged to bring water companies under public control, starting with Thames Water, which serves 16 million customers and has been on the brink of collapse. He plans to put it into a special administration until a buyer is found. Additionally, his team is considering radical changes to household gas charging that could make heat pumps cheaper than gas boilers, saving taxpayers £3.2bn annually.

Transport and Bus Network Reforms
Drawing from his experience as mayor of Greater Manchester, Burnham aims to replicate the bus network transformation nationwide. The Manchester system was taken back under public control from private operators, improving reliability and affordability. Expect similar moves for other transport sectors.
Fossil Fuels: North Sea Drilling Plans
Speculation is growing that Burnham will announce fresh plans for North Sea drilling, including new exploration licences or tiebacks to existing facilities. While his 2024 manifesto honored existing licences, no new ones were issued. The policy could impact energy security and climate goals.
Housing and Energy Efficiency
Burnham’s housing plans focus on energy efficiency and affordability. He aims to retrofit homes to reduce energy consumption, lowering bills and carbon emissions. This aligns with his broader goal of a green transition.
Comparison: Current vs. Proposed Energy Costs
| Energy Source | Current Annual Cost | Proposed Annual Cost |
|---|---|---|
| Gas Boiler | £1,200 | £1,070 |
| Heat Pump | £1,100 | £970 |
| Electricity (per household) | £800 | £670 |
